Protecting Children in the Digital Space: Strengthening PP TUNAS through a Shared Responsibility Approach

Government Regulation No. 17/2025 (PP TUNAS) is a crucial measure to strengthen child protection in the digital space. To ensure its effectiveness and sustainability, its implementation should adopt a co-regulation approach—where the government sets clear protection standards, while businesses are given the flexibility to develop adaptive technical solutions tailored to the nature of their services.
Assessment parameters, risk factor weighting, and verification processes for self-assessment results need to be clearly defined and measurable to avoid uncertainty for businesses. Without such clarity, implementation risks stifling innovation, affecting market dynamics, and indirectly limiting children’s rights to access and participate in the digital environment.
The policy should empower parents in protecting their children in digital spaces, while explicitly integrating digital literacy improvement for parents, schools, and children into the heart of the protection strategy. This approach needs to be supported by transparency, regular evaluation, and a regulatory design that is adaptable across sectors and technological developments.
