IA-CEPA: Opportunities for Human Capital Development through an Education Powerhouse

The Center for Indonesian Policy Studies (CIPS) has released its latest policy paper containing recommendations and strategies to maximize economic opportunities through the Indonesia-Australia Comprehensive Partnership Agreement (IA-CEPA). For the first webinar, CIPS will discuss the coined term “Powerhouse” from the policy paper and discuss the economic opportunities in the education sector available through the agreement.

Both Indonesia and Australia offer different education landscape characteristics that can result in greater economic potential. According to Ferguson & Sherrell in 2019, over two thirds of international students in Australia originate from Asia, with nearly 10,000 students from Indonesia in 2018. International education is also Australia’s fourth largest export, valued at over AUD 40 billion. On the other hand, based on the data provided by OECD in 2019, only 16% of Indonesians aged 25-34 attend university.

The higher quality of training institutions and universities offered by Australia could increase the rates of university enrollment in Indonesia. Indonesia can also enhance its market size in the education sector, compete with other regional countries as an education destination, and increase its investment attractiveness to Australian education providers.

What kind of policy reforms could open more economic opportunities for Indonesia and Australia? And how might the cooperation impact both countries in the long term?
