Head of Research

Lead the Research Department and conduct research activities. Carry out advocacy and actively reach wider audiences through media engagement and by engaging with other parties.  Ensuring a good research knowledge management system, conducting evaluations, and compiling research reports, in order to achieve CIPS’ objectives of communicating policy recommendations to relevant parties.

Main Accountabilities

  • Propose, execute, and compile research reports according to the research focus areas of the Center for Indonesian Policy Studies (CIPS) with adherence to proper standards for research to effectively fulfill CIPS’ mission of communicating policy recommendations to relevant parties.

  • Communicate and disseminate the research findings from CIPS to relevant stakeholders, policymakers, relevant organizations, and the public. The task also includes maintaining good relations with stakeholders to support CIPS’ efforts in building public opinion aligned with the policy recommendations presented by CIPS.

  • Write opinion pieces and articles and provide expert opinion as an interviewee for media and other relevant parties to increase the media and public reach of CIPS to help communicate the policy recommendations of CIPS. 

  • Coordinate fellow CIPS researchers (researchers, junior researchers, associate researchers, and research partners) and optimize their work to strengthen the publications generated by CIPS. 

  • Improve the quality of all publications released by working together and coordinating with external quality assurance consultants. All publications released by CIPS must reflect both international and domestic professional academic standards and must fulfill all of CIPS’ internal standards. 

  • Ensure the fulfillment of target objectives as agreed upon in the research accord and donor agreements. This responsibility consists of developing research accords, conducting internal briefings with CIPS’ partners, and communicating all the components and final draft of the paper following the deadlines provided. 

  • Together with the Research Manager, organize all research personnel in CIPS. This responsibility consists of developing  and regularly supervising Personal Development Plans, conducting Performance Review Talks with all research personnel at CIPS twice a year, and supervising research tasks allocated to Intern and Trainee under the EPLP program. The management of research personnel also includes intervening when the work performance of researchers is not up to standard. This intervention consists of communicating a performance review with the researcher, providing a written warning, and developing a Performance Improvement Plan (PIP).

  • With the help of the Research Manager and other researchers, operate a knowledge management system that is appropriate and suitable for all forms of research data (network contacts, interviewees, notes, transcripts, interview recordings, etc.) to create synergy and continuity in the conducting of CIPS’ research.

  • Conduct evaluations and develop reports in written, photo, and video format for every research previously carried out or is currently underway by CIPS to support the reporting of research activities executed by CIPS required by donors

Qualifications

  • Indonesian national with a Master or PhD in economics, public policy, political economy, international relations, sociology, law, and other related social science majors.

  • More than 5 years of experience in preparing and conducting research on public policy issues.

  • Fluent in written and spoken English.

  • Excellent communication skills

  • Practical experience in fieldwo.rk, interviews, and gathering/analyzing data. Sound methodological knowledge in social science research (e.g., case studies, ethnography, mixed methods) is an advantage.

  • A research portfolio on Public Policy, or a PhD is preferred.

  • An analytical mindset and critical-thinking skills, and a high interest in Indonesia’s social and economic development.

  • Good leadership skills to work autonomously both as individual and in a team.

  • Able to work under pressure and meet agreed deadlines.

  • A publication history (academic articles, analyses, op-eds).
